CLOSURE AGREEMENT
IAFF 1-66 AND THE BOEING COMPANY
WICHITA KANSAS PLANT
This Closure Agreement between International Association of Firefighters Local 1-66 (Union) and The Boeing Company (Boeing) is entered into in good faith by both parties for the purpose of setting forth the rights and responsibilities of the parties and members of the IAFF Local 1-66 bargaining unit employees during and after the closure of the Boeing Wichita Plant. The terms of this Agreement shall be fully enforceable by the parties until Boeing ceases operations at the Wichita, Kansas facility. All other terms and conditions of the 2007-2012 bargaining agreement, and its extension to December 15, 2014, unless specifically identified in this closure agreement shall remain in effect through December 15, 2014.
The parties agree as follows:
1. The Company is committed to making every reasonable effort to place Boeing Wichita employees, with acceptable work performance, in available job openings at other Boeing Locations. In addition, we will partner with other companies in Wichita to identify potential opportunities for available employees.
2. Employees eligible for relocation who are given offers to move to other Boeing locations will receive relocation assistance in accordance with PRO-6281 and the applicable terms of the Employee Domestic Relocation Handbook as maintained and revised by SSG Global Mobility.
3. Employees will be allowed to request a voluntary layoff. Senior Management must approve the voluntary layoff, including the date of the voluntary layoff. Employees who are approved for a voluntary layoff must execute a release and waiver in a form provided by Boeing. Employees who request and are approved for a voluntary layoff will (a) receive one week of severance for each year of eligible Company service not to exceed 26 weeks as set forth in Article IX, to be paid in a lump sum within a reasonable period of time following the later of the effective date of the layoff and Boeing's receipt of a release and waiver, and (b)
waive all recall rights under the collective bargaining agreement. The
provisions of this paragraph are not subject to Article X.
4. Notwithstanding any other provision of the collective bargaining agreement, Boeing Wichita Shared Services Group may utilize subcontractors or contract labor to fill any requirement. Such use of subcontractors or contract labor shall not cause any bargaining unit member in SSG to be laid off, transferred, or demoted.
5. Medical and dental coverage for laid off employees and their eligible dependents will be continued in accordance with the terms of the collective bargaining agreement and administrative practices.
6. Pension. Each employee will receive, upon request, in writing a summary of their vested benefits, the earliest date in which they can begin drawing benefits and the contact information for the purposes of the plan administration.
7. The parties recognize that circumstances associated with the closure of the Wichita facility may require employees to work outside of their job classifications. Employees will be reclassified if the temporary assignment is in a higher labor grade. The provisions of Article X will not apply.
8. Effective on August 1, 2012 the provisions of Article VII, Section M Overtime will be deleted and replaced with:
When an overtime assignment exists the Company will contact a designated "on duty" representative of the IAFF Local 1-66 to determine from the eligibility list, generated and maintained by the IAFF Local 1-66 who will be assigned the overtime.
9. Effective on August 1, 2012, Letter of Understanding #2 Lieutenant will be replaced with the attached letter.
This agreement is entered into and is effective July 18, 2012.

LETTER OF UNDERSTANDING NO. 2
LIEUTENANT
The Company agrees to install a "Lieutenant' position. This position is available at management's discretion as an upgrade for bargaining unit employees who perform the administrative duties of Fire Captain in the Captain's absence. Qualifying duties are described in the classification document maintained by the Fire Chief, which can be modified at management's discretion.
Employees who are Lieutenant/Team leader will receive a premium of $2.50 an hour added to their current wage for the entire shift when they perform the Lieutenant/Team leader duties.
